One of the key interventions under the MEFMI Phase VI Strategic Plan is to support member countries to develop institutional, legal and regulatory frameworks for public debt management. This was necessitated by deficiencies observed in the legal frameworks for public debt management in some countries.
Well-articulated, clear legal frameworks for public debt management are fundamental for effective debt management — they enhance transparency, predictability and accountability, and underpin strong institutional arrangements that define roles and responsibilities. The institutional framework should ensure segregation of duties among officials, strong coordination between entities performing debt-related functions, and clear roles. This training supports the ongoing efforts of member countries to strengthen these frameworks.
