Sovereign Debt Management Programme

Builds sustainable institutional and professional capacity in sovereign debt management across the front, middle and back office functions of debt management offices in the region.

The Sovereign Debt Management Programme builds sustainable institutional and professional capacity in client institutions, fosters the adoption of best practice in all spheres of total debt management, and raises awareness among senior and executive officials of key emerging challenges and opportunities in debt management.

Areas of focus

The programme provides training and support across the professionally segregated functional areas of debt management offices (DMOs):

  • Front Office — loan negotiations and debt reorganisation, coordinating donor financing programmes, and planning and managing domestic debt issuance programmes
  • Middle Office — debt sustainability analysis (DSA), cost-and-risk analysis, medium-term debt strategies (MTDS), and integrating debt analysis into wider government budgeting and macroeconomic forecasting
  • Back Office — debt recording and validation, maintaining secure debt databases through computer-based debt management systems such as COMSEC's CS-DRMS and UNCTAD's DMFAS, and generating debt reports for domestic and international users

Regional activities

The programme delivers short-term training through courses, seminars and workshops; senior policy seminars and retreats on topical debt themes; and regional studies on issues that transcend many or all member states. MEFMI works jointly with the IMF and World Bank to assist member countries — including Tanzania and Mozambique — to formulate Medium-Term Debt Management Strategies and Annual Borrowing Plans.
